José Carlos has a Master’s Degree in Economics and Business Administration from Complutense University of Madrid. He is member of the Spanish State Economist and Trade Experts and has completed the PhD Course on International Economy.
Since May 2012 he is Executive Director for Invest in Spain in ICEX, Spain Trade and Investments, a public company chaired by the Secretary of State for Trade of the Ministry of Economy, Industry and Competitiveness. It aims is to promote and to attract foreign direct investment into Spain and to obtain foreign private funding for new investments in Spain.
Between 2010 and 2012 he was Director General for Trade and Investment in the Secretary of State of Trade. Before that, (2004–2010), he was Head Economic and Trade Counsellor at Spanish Permanent Representation to the EU, chairing the Spanish Presidency of the UE on Trade Policy Committee. He was also General Director for Insurances and Pensions Funds where he worked between 1997 to 2004 in the Ministry of Economy and Finance.
Previously he held various positions (as Deputy Director or Advisor) in different departments working on International Trade and Investments, Economic Policy, Financial System, and Economic relations with OECD countries.
He has been Member of the Board of Directors of several companies: CESCE (Compañía Española de Seguro de Crédito a la Exportación); ICO (Instituto de Crédito Oficial); ICEX (Spain Export and Investment); Iberoamerican Stock Exchange Foundation; Consorcio de Compensación de Seguros (Chair); Compañía Seguros de Crédito y Caución, Repsol Gas, among others.
He is active as speaker in International and Business Forums and has published a large number of articles.
